Advocacy for rights of PWABIs
The Ugandan government has adopted and implemented a number of laws and policies promoting the rights of persons with disabilities, such as the Persons with Disabilities Act (2020) as amended, the Equal Opportunity Act (2017), the National Council for Disability Act (2003), the National Policy on Disability (2006), and the Special Needs and Inclusive Education Policy (2011) among others, and in 200, Uganda ratified the Convention on the Rights of Persons with Disabilities (CRPD). Unfortunately, PWDs in Uganda especially those of emerging disabilities like PWABIs continue to face human rights violations, and are far from achieving equal access to education, employment, health, and social services.
Under the Advocacy Program, BIAU builds the capacity of PWABIs and their associations to advocate for their rights and influence decision-making processes at all levels, as well as to ensure that PWABIs benefit from government programmes and services in target areas. BIAU strengthens the capacity of district-based associations (clusters) of PWABIs by providing training on advocacy and lobbying, and on how to monitor and track disability affairs within the government.
Through the collaboration with Dansk Handicapforbund (DHF) under the Capacity Building of Emerging DPOs (CBED) Project, BIAU strengthens the capacity of clusters at local government on disability inclusion, with the aim of strengthening their ability to effectively mainstream disability issues at different levels.
